Pathway to Restricted Licensure for Defined Licence Physicians on Sponsor-Only Oversight

Preamble

Physicians practising under a Defined licence with Sponsor-only oversight may be eligible for a Restricted licence at the Registrar’s discretion. A Restricted licence is a long-term, annually renewable licence which does not require ongoing sponsorship or supervision.

Physicians issued a Restricted licence under this policy will be restricted to the scope of practice in which they have been practising for the past three years.

Physicians issued a Restricted licence under this policy may be eligible for a Full licence. For more information, please refer to the College policy for Comprehensive Clinical Assessment of Practice: Criteria and Outcomes.1

Purpose

This policy outlines the pathway to long-term Restricted licensure for physicians holding a Defined licence with Sponsor-only oversight.

Scope

This policy applies to physicians holding a Defined licence with Sponsor-only oversight.

 Policy

Physicians on a Defined licence with Sponsor-only oversight for more than five years may request a review at the Registrar’s discretion to be considered for a Restricted licence.

To be considered for a Restricted licence, the physician must contact the Registration Department with this request. The College will request a letter of support from their Sponsor.

If received, the Registrar will consider all relevant information available that may suggest significant concerns related to character, capacity or competence that may limit the safe and ethical practise of medicine.

If the review is satisfactory and all other licensing requirements are met, the physician will be issued a Restricted licence, restricted to the scope of practice in which they have been practising for the past three years leading up to the licence change.

All physicians are expected to practise within the scope of practice for which they have the training, knowledge, skills and recent experience. If a physician on a Restricted licence wishes to change their scope of practice, they must contact the College’s Registration Department for approval prior to making any changes to their scope of practice.
