College announces decision regarding Dr. Stephen Harley

A Hearing Committee of the College of Physicians and Surgeons of Nova Scotia has accepted the 2015 Settlement Agreement advanced by the College and Dr. Stephen Harley and recommended by an Investigation Committee of the College pursuant to section 51 of the Medical Act.

Dr. Harley has admitted to breaching the 2013 Settlement Agreement with the College and that such breach constitutes professional misconduct within the meaning of the Medical Act. Dr. Harley has consented to the revocation of his licence to practise medicine in Nova Scotia. The revocation is effective as of November 3, 2014, the date when Dr. Harley admitted his breach to the College.

The College acknowledges that we are in Mi’kma’ki, the ancestral and unceded territory of the Mi’kmaq people. This territory is covered by the Treaties of Peace and Friendship. We also acknowledge that people of African descent have been in Nova Scotia for over 400 years, and we honour and offer gratitude to those ancestors.
